About RCEP RCEP’s Main Functions The mission of RCEP is to generate, expand and share educational planning knowledge while at the same time to build educational capacity of the countries of the region but also of RCEP itself. RCEP must address the tasks of capacity building, knowledge building and the development of expertise in a continuous, comprehensive and integrated manner. To this end RCEP must address the ground realities of the nations in the region. RCEP is to ensure that Research Initiatives have practical relevance. Research works should add to the knowledge bases and also directly contribute to RCEP training programme directly. The applied and practical emphasis is anchored on the practice of involving policy-makers and practitioners from all levels and institutions to share experiences and learn from each other. While using existing corpus of knowledge of educational policy and planning, it is the intention of RCEP that it will itself over time become or of the major international contributors towards the expansion of indigenous and universal perspectives of educational and national development planning. As new insights are gained from the empirical and philosophical knowledge of the civilizational experience of the region, there will be the advancement of new modes of knowledge, particularly from interdisciplinary and multicultural perspectives. The Mission of RCEP The mission is to strengthen the national capacities of the States in the Gulf Region in the field of
educational planning and management. It is recognized that the successful accomplishment of this
mission will be achieved through the integrated series of activities in the areas of training, research
and consultancy and the capacity –building support for Member States to hone planning,
administration, planning and management responsibilities . RCEP plans to pursue its mission by the
provision of relevant training to senior educational personnel and teaching staff of institutions,
supporting research and studies on educational policy-making, planning and management and the
dissemination of the results and findings of its work among policy-makers, planners, civil servants,
politicians, research workers and leaders and representative of educational agencies, trade unions,
professional associations.
RCEP as A Learning and Think-Tank Organization From the outset RCEP envisages that it will be a dynamic learning organization with the structural, philosophical, and professional capacity to adjust to the changing contexts of time and circumstance. RCEP will adapt its research, training and materials generation programme to the needs of the nations and societies of the region within the context of understanding national, regional and international realities. RCEP‘s mode of operations will ensure that it has the capacity to truly become a learning and think tank organization. In this respect, to enhance its continuing relevance an dynamism RCEP will maintain close ties and respond to the needs and opportunities to serve created by UNESCO an specifically, the member states in the region. While responding to the requirements of the Member States, in line with its functions, RCEP will also initiate relevant and forward looking programmes which will provide the human resources and the knowledge of strategic importance and consequence to the Member States and to the region. As the relevant and significant research knowledge corpus on education, educational, policy, planning, management and leadership develops, RCEP will acquire and possess a vast repertoire of strategic and robust knowledge which can be used in policy making. RCEP will evolve as the logical and natural Educational Think-Tank organization which could provide information, insights and research –and knowledge based options for policy-makers and planners. RCEP will be one of the most important referral organizations in the region which can generate and contribute ideas and tools and techniques for educational national and regional development initiatives. As it grows to become the leading Policy, planning and leadership institution in the region and the world, RCEP should maintain and foster strong and strategic relationships with IIEP in Paris, and Buenos Aires, CEDEFROP, ANTRIEP and SACMEQ. Challenges for RCEP As an institution involved in the transformation of society through education, RCEP has the opportunities to contribute the knowledge base for policy-makers, decision-makers and empowered citizenry to contribute in areas of change management as the following:
